There are many new senators [although not as common with 90% re-election] who come to office from professional backgrounds and still do an admirable job. That is part of the difficulty with an appointment. Through the course of a regular election, the comparative qualities of the candidates is given a fair hearing in the public eye and then a vote is taken. I have no idea what in particular would make Caroline more qualified than anyone else, but I imagine her upbringing and adult life has been in many political circles even if she was out of the spotlight.
